UPDATE: Brooke Road tree removal works

Many residents have been in touch with concerns about the removal of several trees along Brook Road in Oakham, their proximity to the brook and the ecological impact. The removal of trees is always an emotive issue as we all wish to protect our natural habitat.

I have been liaising regularly with the Environment Agency (EA) to share our community’s concerns and yesterday had a call to discuss the issue further. I have also contacted Rutland County Council for the reassurances residents are seeking that due process was followed regarding sufficient notice to residents. 

The EA has been working closely with the developer throughout the process, this has included:

🔹 When planning permission was granted in November 2019, the developer applied to the EA, under the Environmental Permitting Regulations 2016, for permission to undertake the work within 8 metres of the watercourse adjacent to the site.

🔹 The EA granted a permit to the developer for work within 8 metres from the watercourse which included highway and driveway works, temporary works and tree work outlined in the approved planning application.

🔹 As per the permit, the developer commissioned an ecological survey before the works started, to ensure no impacts on protected species. An ecologist was also present on site when undertaking the tree works.

🔹 As a result of this work, the decision was taken not to fell two trees due to the presence of nesting birds.

🔹 Since one tree was removed, it has been discovered that at least one large tree next to the brook had damaged the headwall that ties the banks into the culvert (pipe) under the road. The damage the tree caused could increase the flood risk to surrounding households, and as such the EA has been in conversations with the developer to ensure any damage is repaired so there is no increased flood risk.

The EA has assured me they will continue working closely with the developer to make sure any further work next to, or in, the brook is undertaken with the correct permissions in line with the Environmental Permitting Regulations 2016.

The Brooke Road Allotments Development will see more than a dozen new trees planted on site, to make up for any loss of existing trees during construction.

Rest assured, I will continue to liaise with the EA for regular updates on this matter.
